As for the cable splitters in there, they most likely don't pass high enough frequencys for alot of HD, thats why that 3 way splitter is in there to break off the cables that are feeding HD boxes.

Comparing your pictures with documentation on their website, though, it appears that the blue cables are plugged into a telephone module.

You mention rewire with CAT6, when right now the whole house is wired with CAT5e. Thats an undertaking I don't know if I am willing to go through since we only plan on being here maybe 2 more years. I like your suggestion of the switches, all I have to do is figure out how to implement said suggestion. Personally looking at your current setup I'd say you need a integrated services switch from cisco... As pointed out, the documentation isn't clear so makes it more difficult to do add router etc. myself.
